Over the limit returns 429 with a Retry-After header. Beyond your bulk ceiling returns 402.

Links made through the API are still permanent

The rate limit is on creating links, not on keeping them. If you stop paying, or never pay at all, every link you already made keeps working. That is the promise, and it applies to the API exactly as it applies to the website.
